IEC stands for the International Electrotechnical Commission. It is a non-government organization established in 1906 as an international standardization body for the electrical and electronic sectors. It has been in close cooperation with ISO in developing system requirement standards.

IECQ stands for IEC Quality Assessment System for Electronic Components which is a division of the IEC.

HS stands for Hazardous Substances. According to the definitions in the IECQ HSPM system, all substances as specified in the EU Directives on the Restriction of Use of Certain Hazardous Substances in Electrical and Electronic Equipment (RoHS) and Waste Electrical and Electronic Equipment (WEEE) are considered as hazardous substances, including lead, cadmium, mercury, hexavalent chromium, PBB (polybrominated biphenyls) and PBDE (polybrominated diphenyl ethers). Other substances may be included according to the requirements of the manufacturers or their clients, or as stipulated in different countries or regions.

There is an increasing public awareness of product safety after the outbreak of a number of major incidents relating to hazardous substances found in toys and other products. The governments in many countries have also tightened the corresponding product safety regulations. It is therefore very important that companies supply products that are safe to use and comply with those regulations.
